Should all device have estimote app to receive notification

hi I’m new in Estimote
I think this technology will reach all smart phone win they pass in range
but
win I buy it I get that I should have estimote app in my smart phone to receive notification

please help me , I don’t know coding

how can I make this beacon send notification win any device reach in range

It doesn’t need to be the Estimote app, but it usually needs to be some kind of an app.
