Dynamically changing Beacon Entry/Exit notification

I want the application to get notification message from server when a user enters/exits a beacon. I am wandering if 10 seconds is enough time for application to wake up and contact server for message display.

Also, on Android devices, is behavior of App wake up similar to iOS.
