is there a way to trigger a shortcut action on the iphone when approaching a beacon with a defined distance, without confirmation on the iphone?
i don’t mean the ble beacon function, which is very imprecise, but with uwb.
does anyone have any experience with this?

as of June 2024 Apple Shortcuts don’t have exposed feature for UWB ranging.
They do have it for NFC or BLE/iBeacon.
In order to make that work you would need to develop your own iOS app that does UWB ranging in the background to nearby UWB beacons and implement Shortcut intent.
In general this is possible to make it hands-free experience with UWB reliability.
