"App-less" beacon integration with wallets

Use case: User enters beacon range. Beacon signal triggers lock screen notification embedded in the rewards/loyalty pass that is installed in the user’s wallet (both Apple Wallet and Android Pay). No app required.

Is this possible with the Estimote beacon?
