You should take into account those with the strongest signal if you believe that they’re accurate.

The problem is that sometimes the strongest signals aren’t actually from the closest beacons as the radio signal can bounce. You can’t really trust those values.

For example, in the following scenario, even though the user is within the region for three beacons (Beacon1, Beacon2, and Beacon3), I want the app to think he’s at Beacon1, which is the one he’s closest to in the real world.
