I would like to detect for an object on the street, while it seems the accuracy is not quite satisfactory.
Is there any settings on the Beacon (like Transmit Power and Advertising Interval) is recommended so that I could get a quicker and more accurate result?
And is there any ways I can get the RSSI figure from Beacon?

You shouldn’t expect very accurate distance detection from beacons—it’s more about, are you right next to the beacon? are you within a few meters? are you just barely in range? etc.
For better results, try decreasing advertising interval (more packets sent = more RSSI measurements = more data points for distance estimation algorithms) and increasing Tx power (stronger signal = more stable RSSI).
