Instead, since the original goal was always to track 10-15 individual users and map out their path.

That’s the main goal and the main focus. The data should be anti-aliased and displayed 1920x1080 and for it to be printable.

Here are our initial questions:
How do you want to achieve that users should install the app of the hotel? What will be the motivation points here? Which value it will bring to the users?
Another point related with - how do you want users will provide permissions to the app to use/collect their geodata? For what do you need them? You should somehow motivate them. This issue also will appear at the moment when you will try to publish your app to the App Store, Apple will definitely be interested in clarifying this tough question anв probably doesn’t allow to publish such app because this point doesn’t fit the guidelines. Hidden tracking of users without any need for doing that - is strongly prohibited.
As for the rest - we are definitely can develop such app with core feature to track users. (For both cases: indoor with usage of Estimote Beacons, and outdoor with usage of GPS)
