I am using iOS7, but it seems that when app is running in background, we didn't receive any notification. If it is working for iOS8, then I will update but before that i want to confirm.

Can you make sure you have Background App Refresh enabled for your app? This is required for beacon region monitoring to work in the background in iOS 7.
