Battery Level without connecting using Telemetry

I am using Estimote SDK 4.27.0 on iOS with swift.
http://developer.estimote.com/sensors/estimote-telemetry/ shows that there is a battery level available.
There is no battery level property in telemetry notifications. how can I get that value?
