i do monitoring for beacon in background but different behaviour with different devices,
for ipad mini3, it keeps monitoring in about 5secs and sleep 30secs but for iphone 5s it sleeps longer sometime about 5 minutes, is it configurable per device?

It’s actually hard to say how exactly monitoring works on iOS, Apple doesn’t disclose such implementation details. How did you establish the monitoring and sleep times? What is the higher-level problem that you’re facing, enter/exit notifications not being triggered?
