Is there any way to self.beaconManager startAdvertisingWithProximityUUID
on the background on IOS?

You may want to try enabling the “bluetooth-peripheral” background mode and see if that helps. But as far as I remember, iOS actually blocks iBeacon advertising when the app is in the background.
