When in background, I'd like to know if I can monitor someone's movement towards a beacon! For example, I am in a region where 10 beacons are available and I want to know how far am I from each beacon while in background! Is that possible?

You can use monitoring in the background. If you define a separate regions for each beacon, you will be able to establish which particular one is the closest to you at the moment.
