I can't monitor beacon

I worked with iBeacon in a time. But I don’t understand that why I can’t monitor beacon, I use startMonitorForRegion, but in delegate call back method I get nothing. Differently with Ranging beacon, I can ranging it very well. Any body face to the same scenario like this?
