SDK 4.26.3 won't start monitor whole regions in iOS10 and older

StartMonitoring will start without issue when specifying a Major and Minor.
Nonetheless, if only UUID is specified, StartMonitoring doesn’t initiate.

This happens only in devices not yet upgraded to iOS11.
