Yes, you can change your iPhone into a virtual beacon. The technology will work the same as for regular beacons - all the information you want to push to someone's device has to be delivered by a compatible app.
You just have to remember that virtual beacons have fixed proximityUUID (B9407F30-F5F8-466E-AFF9-25556B57FE6D) and Minor/Major values are randomised, but also fixed after first use. Note that you won't be able to modify virtual beacon's range.
